City of Superior Launches Wisconsin’s First Publicly-Owned Open Access Network

Superior, WI has activated ConnectSuperior, the state’s first city-owned, open-access fiber network. Now live in Central Superior, the network already exceeded early expectations with nearly 100 residents signing up in its first week—surpassing its first-year goal.

Through the open-access model, the city owns the infrastructure and residents choose between multiple ISPs, including Advance Stream and Superion. With expansion already underway, the network is set to reach more neighborhoods over the next four years, starting with the North End and Catlin Court areas this fall.

Kitsap PUD: Expanding Broadband with Open Access Infrastructure

Kitsap Public Utility District in Washington is steadily expanding its open-access fiber network to reach rural and underserved areas across the county. With over 400 miles of fiber deployed and service available to more than 6,000 premises, Kitsap PUD has been using COS Business Engine since 2016—after initially launching with COS Service Zones—to streamline operations, manage ISPs, and automate customer workflows.

Operating on a fully open-access model, the network allows multiple ISPs to deliver service over the same infrastructure, giving residents more choice and competitive pricing. Lewis County PUD is accelerating broadband expansion in southwest Washington through a publicly owned, open-access fiber network.
