The future of municipal broadband starts here!
Discover the tools and strategies that
Municipalities across the U.S. are leading the charge in closing the digital divide. But building a broadband network—from funding to deployment—is anything but simple. COS Systems helps municipalities launch and manage high-performance public broadband networks with modern tools designed for every stage of the journey. Whether you’re just exploring your options or running a live network, our platform gives you the operational firepower to succeed.
Lessons from the Field
We’ve worked with municipalities, co-ops, and state broadband offices across the U.S., and we’ve seen what works—and what doesn’t. The most successful community broadband projects all have one thing in common: they automate early and stay agile. Don’t wait for operational issues to pile up. With COS Systems, your broadband network starts smart and stays efficient.
Superior, WI has activated ConnectSuperior, the state’s first city-owned, open-access fiber network. Now live in Central Superior, the network already exceeded early expectations with nearly 100 residents signing up in its first week—surpassing its first-year goal.
Through the open-access model, the city owns the infrastructure and residents choose between multiple ISPs, including Advance Stream and Superion. With expansion already underway, the network is set to reach more neighborhoods over the next four years, starting with the North End and Catlin Court areas this fall.
Kitsap Public Utility District in Washington is steadily expanding its open-access fiber network to reach rural and underserved areas across the county. With over 400 miles of fiber deployed and service available to more than 6,000 premises, Kitsap PUD has been using COS Business Engine since 2016—after initially launching with COS Service Zones—to streamline operations, manage ISPs, and automate customer workflows.
Operating on a fully open-access model, the network allows multiple ISPs to deliver service over the same infrastructure, giving residents more choice and competitive pricing. With COS Systems powering everything from customer sign-ups and order automation to real-time performance dashboards, Kitsap PUD continues to see strong take rates—especially in communities that previously lacked reliable broadband access.
Lewis County PUD is accelerating broadband expansion in southwest Washington through a publicly owned, open-access fiber network. A COS Systems customer since 2015, the PUD began its journey with COS Service Zones and now uses COS Business Engine to manage operations, streamline provider onboarding, and automate customer workflows.
With more than 300 miles of fiber laid and over 1,200 homes and businesses connected, residents now enjoy a seamless experience through a self-service customer portal, where they can sign up for service, choose between ISPs, and manage their accounts. Early buildouts in communities like Winlock and Toledo saw take rates exceeding 50% within months, reflecting strong local demand and trust in the PUD-led model. COS Systems continues to provide the operational backbone as Lewis County PUD expands its network and scales service delivery.

Our journey started in 1994 with the first open access broadband deployment for Bostaden in Umeå, Sweden—well ahead of the global curve. Since then, we’ve grown into a trusted technology partner for municipalities, utilities, and network operators worldwide. Today, we collaborate with industry leaders like Nokia and Calix, and we’re proud members of the AAPB (Association of Alternative Providers of Broadband), reinforcing our commitment to open, future-proof networks.
